Queue Playing Periodic_announce To Agent When They Answer

    I have a very strange problem with my queues today.  When the agent answers a call they get the periodic_announce sound played to them.  I
have a periodic_announce set to 60 seconds and the caller does hear it if their call is not answered.  Why would it play it to the agent?  At this point I even erased the periodic announcement but it is still being played:
